After successful completion of the Service Center in Joplin, Empire Electric (now Liberty Utilities) hired PGAV to design a similar service center in nearby Baxter Springs. The project consists of a single story service center with offices, warehousing and ready room, crew locker rooms, break room, conference rooms and a fleet garage. The building is comprised of 3 connected structures, 2 being pre-engineered metal buildings with the center being a load-bearing CMU structure with steel joists and roof deck. The exterior is metal paneling and masonry along with storefront glazing systems.

Associated site work includes employee/visitor parking outside the secure area and a large paved area within the fence for pole storage, lay down yard, materials storage, transformer storage, future refueling station, and circulation area. PGAV coordinated all equipment and utility service requirements, including the layout of many unique pieces of equipment, electrical services, tools and utilities.
